Yesterday evening, I met with the negotiators for the EU Inc proposal to finalise a deal on the European Parliament's position.

The meeting was not conclusive, yet there was broad consensus on the vast majority of topics, with a large coalition supporting the text, including most my priorities such as an open scope for all companies, the possibility to list EU Inc companies but without escaping national rules that apply to listed company, and broad and flexible European stock-options, but limited to companies that are less than 30 years old, making them a truly competitive advantage only for young companies. Social rights are also explicitly safeguarded, and we included strong provisions to avoid any abuse or fraud.

The only remaining issue is employee participation. This is a very delicate issue. On the one hand, no one wants to circumvent national rules on the matter and EU Inc cannot be a way to weaken the codetermination rules for instance in Germany or Denmark. On the other hand, we cannot support the fact that having a subsidiary in such a contrary would force the EU Inc headquartered in a country without codetermination to follow these rules at home, meaning exporting codetermination to countries where it does not exist.

We are working in a good spirit of cooperation, but we haven’t found the right solutions yet. 

The vote in committee will therefore not take place this week, but we have all agreed on the need to stick to an ambitious timeline. I remain hopeful that we can reach a deal that will move Europe forward.
